I am excited to apply for the Vice President position with PARIM. With a strong background in leadership and advocacy through previous executive roles in both the Canadian Armed Forces and professional sectors, I aim to bring a unique perspective and strong commitment to resident wellness.
As the former Department Head of Human Resources for the Royal Canadian Navy, I have extensive experience managing personnel issues, navigating contract negotiations, and ensuring the wellbeing of team members in high-pressure environments. This role further developed my ability to listen, advocate, and lead with integrity—skills I believe are essential to effectively serve our resident community.
Resident wellness is a cause I am very passionate about. I understand the challenges we face, and I am committed to working collaboratively to address them. If elected, I will strive to be a strong, approachable voice for all residents, ensuring that our concerns are heard, understood, and addressed with urgency and transparency.

Dr. Jacqueline Donner, PGY 3, Public Health & Preventive Medicine
Hi everyone! My name is Jacqueline Donner. I believe as a third-year Public Health and Preventive Medicine resident and practicing family physician I am uniquely qualified to serve my fellow residents as PARIM Vice-President. My public health training enables me to approach issues with a systems-based lens and has provided me with a solid foundation in navigating the complexities of our health systems.
Being both a practicing physician and a resident gives me valuable insight into the challenges faced in both spheres. I understand firsthand the pressures of residency and the importance of supporting residents’ well-being and professional growth. I am passionate about enhancing the resident experience by ensuring that our health and safety are prioritized, while also making the residency experience as fulfilling and rewarding as possible. We all know that residents are essential to the functioning of our health system, and by fostering a supportive and productive environment, we can contribute even more effectively to the health of all Manitobans. I am committed to advocating for initiatives that promote not just the development of residents, but also the improvement of the healthcare system for everyone. I would be honored to serve as your Vice-President and work alongside you to ensure that our voices are heard, our needs are met, and that we continue to thrive in our training and beyond.
Dr. Arjun Raghavan, PGY 1, Internal Medicine
My name is Arjun Raghavan, and I am a PGY1 resident in Internal Medicine and a local graduate of the Max Rady College of Medicine. I’m excited to nominate myself for the position of PARIM VP. I am deeply committed to representing and advocating for our collective needs, and I believe my background and vision make me a strong candidate for this role.
During all four years of medical school, I served as the academic representative for my cohort. This role gave me extensive experience advocating for students—navigating challenging issues, amplifying student voices, and working closely with faculty and administration to implement meaningful changes.
That experience laid the foundation for my ongoing commitment to advocacy, transparency, and collaboration.
As Vice President, my top priorities will be advocating for fair and competitive compensation for residents especially considering recent raises in resident salaries in other provinces. Along with this, considering recent changes to our call structure, I am also passionate about renegotiating our contract to ensure appropriate call renumeration. I will also strive to ensure transparent communication of all negotiations between PARIM and Shared Health. Finally, I will champion resident wellness. I am interested in spearheading new and proactive initiatives that are accessible for all and foster balance, resilience, and community.
I am passionate about representing our interests and committed to making real progress on the issues that matter most to us. I would be honoured to serve as your Vice President and work with all of you toward a better residency experience.
Dr. Payam Salimi, PGY 2, Internal Medicine
Hi fellow residents,
My name is Payam Salimi, and I’m a PGY-2 in Internal Medicine currently serving as a Lead Medical Resident for our program. I’m running for the position of PARIM Vice-President because I care deeply about how PARIM operates and how effectively it advocates for residents across all levels of training.
As Vice-President, it would be my honour to support and contribute to PARIM’s longstanding mission of resident representation and leadership.
With ongoing negotiations and system-wide discussions involving Shared Health, it is more important than ever to have consistent, coordinated advocacy that keeps resident priorities front and center. These events remind us of the power of organized labour and the importance of collective bargaining in
protecting fair working conditions and resident wellness.
If elected, I’ll work to ensure our meetings are purposeful, our communication is clear, and our advocacy efforts are strong and sustained. I want to help ensure that PARIM remains an organization residents can rely on and trust.
